Judge Roy Bean - a flexible sense of justice

So my buddy Phil insisted I be mindful of the history of West Texas in it's more lawless days. Enter Roy Bean, who decided, in lieu of having a jail in town, all crimes would be settled by fine. Nice system - he settled those accounts nicely, sometimes halting legal proceedings to serve drinks in his bar which was attached to the courthouse. Now that's panache.
